Hmm. I have seen this behaviour before. The changes you made to the xml file were picked up but Bootstrap seems to be ignoring them.

We can however change the size by using the specific issue tracker css file. You will possibly also want to modify the width for the summary field (jform_issue_summary) as well since the page has plenty of space to fill.

In the file media/com_issuetracker/css/issuetracker.css add the following line.
textarea#jform_issue_description { width: 500px; }

Change the width value to suit.

Remember that this file would be overridden on an update so a better longer term solution might be to create a template override for Issue tracker and make the change in the override files so that your specific changes are retained over an upgrade. Does mean that you would need to check teh overides on an upgrade but this is a better longer term solution.

I have myself created overrides for the component in my front end template which is Bootstrap 3 based.

Great. I'm absolutely happy with this solution. I'm not quite familiar to overrides but I'm aware that I'd better learn more about it. Thank you very much.
