This is already achievable in the current version. There is however a few conditions that have to be met.

When an issue is created in the back end one can choose the 'identifier' from the list of drop down users known to the system. The list is from all of the entries in the #__it_people table, which is itself a combination of users 'registered' to Joomla and 'unregistered users' known only to Issue Tracker.

So if you want to 'raise an issue' on behalf of another user, you just need to ensure that that person has an entry in that table. You can always create an 'unregistered user' directly in that table if required. [If they subsequency register on the site there is a check to see if the details match those in the #__it_people table to avoid duplication.]

To receive email the users in that table need to have the 'notification' field set.

Hence provided the user exists in that table with a valid email address, either registered or unregistered to Joomla and they have their notification field set, when the issue is created and the 'identified by' is set to that user, they will be automatically notified.

Remember the notifications they receive will also be influenced by the component settings on notification.
